this is miyazaki rain, which means that every frame was hand-drawn

no!!!! this is actually from The Garden of Words, a 2013 film directed by Makoto Shinkai! it’s neither Miyazaki nor Studio Ghibli, and it’s pretty unfortunate that the proper credit isn’t being given for this beautiful animation. however, i’m not sure about how the film was animated, so it’s unclear whether every frame was actually hand-drawn. 
also here is a trailer for the film! the shot from this gif can be seen at around 0:48

I’m assuming it was animated the way all shinkai’s works are, which is on a computer but in 2d. So they are hand drawn, but in a computer program so you have your handy undo button and copy/paste functions and other nice stuff like that.
He started out doing the animation almost entirely on his own (with voices of a distant star) but I’m p sure his more recent features have more of a studio situation going on. Still, in all likelihood someone did have to draw all (or at least several, plus some copypasting) of these raindrops, someone had to paint the background, someone had to create the perfect blur effect, someone had to composite it all together, etc. So it’s still very impressive and beautiful.
EDIT plus I just noticed those ripples omg someone had to find a way to distort the background painting to make it look like rippling, transparent water. How is everybody not totally awed and fascinated by animation, all types of animation, I don’t understand
